The link data itself is harder - the easiest way would be to use the Cacti plugin architecture, and the DSStats plugin with Weathermap 0.97. Otherwise you will need to look at the support for RRDTool aggregation functions in Weathermap, in the Targets section of the manual (there's also an article on the website about it).
